[Steps to reproduce]:
- Open the browser with the profile from prerequisites.
- Navigate to "www.feedly.com" and move the system's time to 17 minutes into the future.
- Repeat step 2 again.
- Navigate to "www.feedly.com" and observe the right part of the "Address Bar".
[Expected result]:
- The "CFR Pin Tabs" recommendation button is displayed.
[Actual result]:
- The "CFR Pin Tabs" recommendation button is briefly displayed and it disappears.
[Notes]:
- This issue is not reproducible with the "non-www" variant of the URL (feedly.com).
- I've observed this issue only on the "www.feedly.com" for now, but I will also verify all the targeted websites and I will leave a comment if this issue is reproducible on more of them.

For the short term, could we just remove the 'feedly.com' targeting?

Another thing to consider would be to target the signed in URL's for Feedly (https://feedly.com/i/discover) which is what would be the better signal of something to pin (as apposed to the marketing site).

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
