Currently for Install Add-ons, there are two options in Page Info, Allow or Block.

Block is checked as the default.

But if you go to a website besides AMO and try to install an add-on, you are asked and you are allowed to continue the installation.

So it is not blocked, it is "ask"

This means that a user can't explicitly block addons from a domain because there is no UI for doing this.

Install add-ons should have three options like other notifications with Always Ask being the default so that a user can choose to block a domain.

This is essentially the same as bug 1372033, the issue is that the addon-manager doesn't use permissions like everyone else is using them, i.e. BLOCK means "Always Ask" and there's no "Never Ask" option.
