Steps to reproduce:
Open a page in a new tab and while it loads the existing tabs can't be switched to by clicking on them - the new tab's loading locks the browser until it's done loading
Actual results:
the browser is unresponsive until the new tab's page is loaded
Expected results:
existing tabs should (and used to be in previous versions of Firefox) be responsive during the loading of a page in a new tab - that's one of reasons for tabs is to load pages in the background while continuing to read existing ones

I have tested this issue on latest Nightly version 68.0a1 (2019-04-25) using macOS X 10.14 and I wasn't able to reproduce it.
Can you please try to retest this on the latest Nightly Version and tell us if you can reproduce it?

If still happens, would you kindly provide some example in order to be able to reproduce the behaviour that you have reported?

I'm still experiencing this with Firefox 69.0 MacOS, and it's related to how long the browser has been open. If I close Firefox and reopen my previous session (10 tabs) then open a new tab and visit a site, then open another tab and visit another site, well then I can immediately switch between tabs while the two pages load and Firefox is responsive.
However, if Firefox has been running for several days, then it comes to the point where opening a new tab and loading a site locks the browser and I can't switch back to another tab while the other one is loading. Indeed, I can't even scroll in a current tab while the background tab is loading, the whole browser locks-up until the page is loaded.
