I tried it on a Windows 10 VM which never had a Mozilla program installed, but it didn't show the icon. The same happened with FX Nightly from yesterday. Maybe it's because the VM is a Insider version.

Works for me. I installed and I got TB pinned to the taskbar.

The commit message isn't accurate (like the M-C) message. The bug summary is more to the point:
Pin Thunderbird shortcut on taskbar for Windows 10 users.

That's exactly what it does.
