Steps to reproduce:

Global menu
I maximized the window and hovered my mouse at the top

HUD
I toggled the HUD with <Alt> key.

Actual results:

Global menu:
Only window control buttons appeared

HUD:
no relevant entries, like preference appeared

Expected results:

Global menu:
Global menu entries, like File, Edit, etc. should appear.

HUD:
I should be able to go to settings like Preference or open bookmarks after toggling the <Alt> key.

It should be no problem to include firefox-globalmenu package, right? That'd make my life easier, and would definitely improve Firefox.

I'm going to rewrite the bug report and organize it because I didn't know that markdown styling was supported:

Type: defect → enhancement

I've tested this issue on Ubuntu 16.04 with Firefox 67.0b14 & Firefox 66.0b3 but on both cases invoking the <Alt> key will open the Global menu with File, Edit, View ...etc - so, based on what Sylvestre said, is an enhancement.
I will set a component to this and id you consider that isn't the right one feel free to change it.
