I sometimes get an email like this from Phabricator:

This secure message is notifying you of a change to this object:

[link]

The content for this message can only be transmitted over a secure channel.

even though the revision in question isn't actually secure.

I do notice that all of our revisions start out as "secure", and then we remove the "secure-revision" project as part of some setup step. I guess the notification email sometimes sneaks in before that setup step completes?

What is the content of the message when you follow the link? I'm assuming this is a duplicate of Bug 1541172, but if it's a different case I'd be interested to know what's going on.

I guess that's consistent with bug 1541172?
