The gating in IonCanCompile is IMO too permissive: it should exhaustively list the names of platforms supported and reject everything else, but as it is it rejects a couple of platforms and accepts everything else.

Also there's a bug in AtomicOperations-feeling-lucky-gcc.h that is stale.

Gating that explicitly lists the architectures that are supported
is more resilient than one that lists architectures that are not.
