We currently run xpcshell tests on Android 4.3 (ARM32). We'd like to run them on Packet x86-64

This is taking longer than I thought it would, but there are no real blockers; hope to finish it up soon.

These tests need to be disabled to get a green run on the Android x86_64
test platform. The failures in toolkit/components/extensions are
concerning and definitely require follow-up.
