When making a new event between 2300 and midnight, the event default start time should be midnight

Details
If it's 0900 and you click the new event button, the new event starts at 1000.
If it's 1142 and you click the new event button, the new event starts at 1200.
If it's 2259 and you click the new event button, the new event starts at 2300.
Why then does clicking the button at 2301 start a new event at 2300? It should be at 0000 the next day.

We had this before, and it was error-prone. People were creating events that were a day off because the 0000 moved it to the next day.
