User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
While using site with the reCAPTCHA v3 human check by Firefox Developer Edition 67.0b13.
Actual results:
too often fake low human score calculating (0.1 or 0.3). It's appeared on this and maybe previous version.
Expected results:
Usually score is higher than 0.5 (it's mean most probably human).
There is no such kind issues on normal Firefox 66.0.3 found.

Just tried to reproduce on current V.68.0b1 but seems works properly.

Unfortunately this behaviour came back.
Tested by Firefox v.68.0b2
You can try on this site: scanox.pro, in the bottom of the page there are list of cities like Екатеринбург, Москва and e.t.c.
You can pass this link by last Chrome or Firefox Quantum 66.0.5, but usually can't by last two FF Devloper Edition.
To reproduce wait until page loaded plus 1-2 sec until captcha token loaded to captchaToken cookie. But don't wait too long while this token is valid (lifetime is about 1 minute).

Hi @Vasily Popov, I've accessed the website provided: https://www.scanox.pro// -> clicked on the below cities examples -> redirect to another page => on footer, right below corner it appear a reCaptcha tooltip (expandable at hovering). So further what should I do? Please provide whole scenario of testing (describing the actions needed). Thanks.

Before I can't reach next page by this city link in the bottom of the page.
There is the bot check by reCAPTCHA v3 when clicking this link.
But now everything works correct again. Nothing changed in the code there.
Looks like some phantom bug, probably this is reCAPTCHA behaviour.
