In order to trigger a FxA message in the bookmark toolbar you have to switch to dev.kinto and publish a message. We should add a local provider to ease debugging.

I have verified this issue with the latest Firefox Nightly (68.0a1 Build ID - 20190507214514) installed, on Windows 10 x64, Arch Linux and Mac 10.14.4. Now, the panel_local_testing is displayed in the "Providers" list and the FxA message is successfully displayed inside the "Bookmark" doorhanger when the feature is used.
