Steps to reproduce:
- Go to http://techslides.com/sample-webm-ogg-and-mp4-video-files-for-html5;
- Press the reader view button;
- Scroll the page up and down;
- Observe the "Aa" icon.
Expected result:
The "Aa" icon is displayed entirely when scrolling the page.
Actual result:
The "Aa" icon is cut-off.

I can reproduce this on the site noted using my Pixel 3. Wondering if it happens on other sites as well. While the AA icon is cut off, it still functions.

Here is a screenshot of what it looks like on a Pixel 3. I think this is minor enough to be a P3.

This is also reproducible on nytimes.com on Nightly 68.0a1 (2019-05-07), Beta 67.0b18 with Nexus 5 (Android 6.0.1) and Samsung Galaxy S8 (Android 9).

This is reproducible on Release 68.0, Nightly 69.0a1 (2019-07-04) with the following devices:
- Sony Xperia Z5 Premium (Android 7.1.1);
- Motorola Nexus 6 (Android 7.1.1);
- HTC 10 (Android 8.0.0);
- OnePlus 5T (Android 9).
Tested pages: - www.nytimes.com;
- http://techslides.com/sample-webm-ogg-and-mp4-video-files-for-html5.
