Steps to reproduce:

I apply a filter to incoming messages sending to a folder named "Accounting & Taxes" (without quotes, of course) The filter creates a new folder named "Accounting &- Taxes", adding the extra hyphen after & in the folder name, and moves messages there.

Actual results:

Here is a text excerpt from the filter log, with certain items anonymized:

[3/9/2019, 5:37:14 PM] Applied filter "Accounting & Taxes" to message from Outside User <user@outside.com> - Company Taxes at 3/9/2019, 4:19:09 PM moved message id = DM5PR0401MB37015CFCB4D9BD9FCF476EDBB74F0@DM5PR0401MB3701.namprd04.prod.outlook.com to imap://user@mail.inside.com/INBOX/Corporate/Accounting &- Taxes

Expected results:

Messages should have been filtered into folder named "Accounting & Taxes" instead of creating a new folder with an added hyphen after the ampersand (&).

For another folder named, "Shipping & Tracking", it adds a hyphen, and also does not show any activity in the Filter Log.

So you mean the folder "Accounting & Taxes" already exists, you make it a target for the Move to action in a filter. When that filter matches a message that message is moved to a new folder created at the spot, named "Accounting &- Taxes" ?
The hyphen does not only exist in the filter log text, but really a new (duplicate) folder is created on the server (you pasted an IMAP case) ?

Not on 81.0b3. Works as normal.

  1. I created a folder called Accounting & Taxes
  2. I created a new Subject-based filter called "Accounting & Taxes test" that moves the message to the "Accounting & Taxes" (see image)
  3. Sent myself a message with the title "Accounting & Taxes test" and body as simply test
  4. Arrived and moved to the "Accounting & Taxes" folder without issue
