I'm removing the North Star Metrics from the requirements for this, because while it's critical and would be nice to have it in 69, it's really a separate entity/project. Additionally this experiments is about what happens when there is no search string, thus the proposed metric wouldn't directly benefit this (on the other side this experiment could be used to check the metric stability).

Some notes on populations that should be excluded from the experiment:
- Users who have hidden top sites on their newtab. The pref
browser.newtabpage.activity-stream.feeds.topsites = false
indicates top sites are hidden on newtab. - Users in permanent private-browsing mode, since we don't want to affect private-browsing windows. The pref
browser.privatebrowsing.autostart = true
indicates permanent private-browsing mode.
