Details
User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
Went to Preferences/Search, scrolled down to the "Find more search engines" link, clicked on it.
Actual results:
It takes me to https://www.google.com/
Expected results:
It should have taken me to https://addons.mozilla.org/en-US/firefox/search-tools/
I have this bug in Firefox 66.0.3 in MX Linux 18.2. I was just testing Debian Buster's pre-release distro which has Firefox 66.0.1 and :Find more search engines: takes me to https://addons.mozilla.org/en-US/firefox/search-tools/ as expected.

Works for me in a brand new profile. Likely an issue with the version provided by your distro.

Can you re-test with a version downloaded from https://www.mozilla.org ?
@:Gijs (he/him) I did that and am taken to the add-ons page as expected, so you guys are correct: it's an issue with the Firefox package provided with my distro. You can close this and sorry if I wasted anyone's time. :)

We know for a fact the problem is caused by a downstream provider, so I think Invalid is the appropriate resolution.
