1547526 - Excessive wakeups in firefox 67 when idle

Steps to reproduce:

Compared to the current stable 66 release, firefox 67 on linux has a high idle wakeup/seconds count of >300-500 when monitored using the powertop utility. In addition, the tick_sched_timer process is also showing a higher wakeup count when firefox is running, even when idle.

This occurs even when only showing the start page, or loading any webpage in a single tab (e.g. www.google.com). The current stable release idle count in a similar scenario is in the low double digits. Not sure at what stage in the beta cycle this first became apparent, but it's been present since at least b8 and it is still present in the current b12. The higher idle wakeup count is causing increased power draw, which is what first prompted me to investigate what process was causing it.

I'm running firefox on Ubuntu linux 16.04, using the firefox-next ppa.

Actual results:

Restarting in safe mode, with a refreshed firefox profile, or with an entirely new profile, all seem to be impacted by the high idle wakeup count. Reverting to the current stable 66 version resolves the high wakeup count when idle.

Expected results:

When idle, the wakeup count for the firefox process should be in the low double-digits.
