Our design now specifies rendering onboarding at the top of the new tab page, we might want to consider creating a new portal for that

I have verified this issue with the latest Firefox Nightly (68.0a1 Build ID - 20190506095034) installed, on Windows 10 x64, Arch Linux and Mac 10.14.4. Now, the trailhead cards are rendered at the top of the page.
