Sometimes if there is a tooltip opened, and we happen to switch to another tab/app, that tooltip window stays visible until we get another tooltip. See the screenshot attached.

The "Open the log viewer in another window" was spawned for a different tab, and it persists (across tab switches and window resizes) until we do something to cause a new popup/tooltip to happen.

Probably layout or widget or xul tooltip code. Trying widget first since I've seen a lot of tooltip bugs on linux go by lately.
