I'm creating a policy that allows enterprises to control the visibility of content on Firefox Home.

FYI, this exposed a bug in Activity Stream. It doesn't honor:
browser.newtabpage.activity-stream.feeds.section.topstories
being set to false on first run of the browser unless it is locked.
So this policy still shows Pocket on the first run of the browser.
I don't even know where to look to begin to debug that.
Also, I investigated doing Pocket specific tests, but it just wasn't working.
At this point, I'm going to assume the prefs will stay the same and continue to work.
