Make "undo closed tab" work across windows

Details
If I have two tabs open and close one of them, cmd+shift+t brings it back. But if I only have one tab and close it (thereby closing the whole window), cmd+shift+t does nothing.
Also, (probably related), if I have two windows open, say A and B, and I close the last tab of B (thereby changing focus to A), and hit cmd+shift+t, the most recently closed tab of A is reopened, rather than reopening B.
