Steps to reproduce:

Copying this bug onto this bugzilla from webkit as the bug could be one or the other in where the issue lays. https://bugs.webkit.org/show_bug.cgi?id=196299

In short, on my arch linux distribution, I will either be able to get all emoji to work in firefox by editing my fontconfig by leave my webkit buggy, or make my webkit text look well, but not all firefox emoju show up.

Actual results:

Emoji show up as flat outlines instead of the colored font I have installed.

Expected results:

Emoji show up as the colored font, and webkit font is not messed up at the same time

Hi, Unfortunately I do not have an Arch Linux distribution and I cannot properly reproduce this issue, but I do think Graphics and Text might be the correct component for it, Please change the component to a more suitable one if its not the right one. Thank you
