This bug tracks implementing the base page for an HTML-based in-content login manager.
More functionality and styling will come in later bugs. This bug tracks the communication between LoginManager, the HTML page, and implements some basic functionality to verify that the communication is working.

(Apologies in advance for this only being one patch. I had this as multiple patches but I accidentally did an hg amend instead of hg histedit --continue, and well, the rest is history)
