Note that it has been partially implemented in bug 1533682.
The main feature is implemented but various arguments aren't.

Puppeteer calls this end-point with the url parameter, whereby it passes-in about:blank as hard-coded value. Given that our TabManager.addTab() method also uses about:blank this remaining work should not block the alpha release for Gutenberg tests.
