As a followup of bug 1517849, this allows Discovery Stream to send the telemetry to the new data pipeline in all channels of Fx68.
Note that the same telemetry will be sent to the tiles pipeline too until the final cutover of the migration.

I have verified this issue with the latest Firefox Nightly (68.0a1 Build ID - 20190506214617) installed, on Windows 10 x64, Arch Linux and Mac 10.14.4. I've created a local server using the "gzipServer" tool and I can confirm that the telemetry pings are successfully sent.
