Mail pref is set to "Bcc"
Each time i edit a draft, the Bcc is added to the recipients

Reproducible: Always
Steps to Reproduce:
1.Set Mail prefs to "Bcc"
2.Compose a mail.
3.Save it
4.close it
5.Select the draft
6.click on "Edit Draft".

Actual Results:  Two Bcc in the recipients

Expected Results:  Only One Bcc
