Monitoring traffic from Telegraf is being sent to the production instance, so it's no longer necessary.

This commit makes the Telegraf reporting agent no longer send
output data to the test InfluxDB instance.

This role was used to configure the test InfluxDB instance,
which is no longer needed since the production service is
available for use.

The TICKscripts should still be tracked under version
control, so I've moved them under the scripts directory.
I'd like to find a way to automatically update the scripts
in Kapacitor when they change in v-c-t, but I haven't done
that as of now.

All traffic is now being sent to the production instance, so
we no longer need this test machine.
