Indeed it is vice versa and yes, the duplicate domain should be redirected:
crash-stats.mozilla.org is canonical for Socorro as it's used by Firefox and HSTS preloaded.

- https://wiki.mozilla.org/Webdev/GetInvolved/crash-stats.mozilla.org
crash-stats.mozilla.com is not used for Firefox and was used mistakenly at a few places.

I'm closing this bug. The actual decision is to do the opposite, and finishing it is tracked in bug 1322412
