1548936 - "View Certificate" button sometimes fails silently

Steps to reproduce:

0. Open Firefox Quantum for Windows v66.0.3
1. Go to https://badssl.com/ , and choose "expired", "wrong.host", "self-signed", "untrusted-root", "revoked", "pinning-test", "dh480", "dh512", "invalid-expected-sct", "sha1-intermediate", or "subdomain.preloaded-hsts".
2. Observe the "connection is not secure" screen. Do not click anything on the page.
3. Click the i-circle icon to the left of the url.
4. Click "connection"
5. Click "more information"
6. Click "view certificate".

Actual results:

The "view certificate" button does nothing. No certificate viewer is displayed, no message about where else to find the certificate chain, no error of any kind... it's not even a grayed-out button! The button can be clicked, but then just silently fails.

Expected results:

The user can view the certificate and certificate chain in the Certificate Viewer. (Or, at the very least, 1. the button is disabled, or, 2. an error is displayed)

Hi cowlinator ,

Thank you for taking your time to file this issue. I am able to reproduce this issue on latest Firefox 66.03 on Windows 10 (64-bit) machine. The "View Certificate" option is not working while following the STR .

Hence, I am marking this as new!
