User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
Using files from here:
https://ftp.mozilla.org/pub/firefox/releases/
If you try to install this add-on:
https://addons.mozilla.org/firefox/addon/ublock-origin
with "Firefox Setup 60.0.exe" or later everything works fine.
Actual results:
However if you try to install with "Firefox Setup 59.0.3.exe" or earlier you get:
Download failed. Please check your connection.
Expected results:
Note this worked fine with even older versions before "Bug 1548973 (armagadd-on-2.0)". Note also that changing user agent via "general.useragent.override" does not resolve the problem either.

Note further that with Firefox 60 and higher you can also install from XPI with
"Open File", while with Firefox 59.0.3 and lower you get:
This add-on could not be installed because it appears to be corrupt.

I have this issue as well on Firefox 59.0.3
I am not sure but this bug might be related to or caused by this bug https://bugzilla.mozilla.org/show_bug.cgi?id=1549078
I was hit with this bug and 1549078 at the same time. So I personally think one is caused by the other.
Its too bad the fix they list for 56X may not or won't work on 59X.
