Build: 06-21 1.0.0 branch build on WinXP-SC

Ater bug 84668 fixed, now the font in mail menu and bookmarks, personal toolbars
are displayed good.  However, it's still really hard to read the Chinese for
toolbar icons name in Mail and Composer windows in localized chinese build.

There was a typo in first report:

So, this problem not only exists with toolbar names in Composer but also in Mail.

With current mozilla branch build, I downloaded lang pack from sweetlou, and it
works perfectly for me. Don't know what's happening.

I double checked this here with a few different machine, the problem exists:
With default setting on Win98-SC, Win2000-SC and Classic WinXP-SC / 06-21
(latest) SimpChinese windows build.

I don't know the language pack that you download is same version as the one we
are using in SimpChinese build.

I'm re-open this cause it gives user bad first impression, I also saw quite a
few complain through:

This problem occurs in Netscape modern theme, looks like those unreadable
toolbar names has smaller size than main menu items.

I saw the problem on modern theme. This line:
http://lxr.mozilla.org/seamonkey/source/themes/modern/communicator/button.css#50
 font-size: smaller;
caused the problem. 

We should not change modern theme in general. could you override this line in 
chinese language pack?

what will happen if you comment out line 50 by // ?

Lori- small size font (anything < 10 pt) look really bad on cjk systems. Is that
possible you can suggest your team use at least 10pt for any ui ? thanks
