I just ran:
mach addtest testing/web-platform/tests/html/webappapis/dynamic-markup-insertion/opening-the-input-stream/parser-no-script-nesting.window.js
and it created the file, but filled it in with the HTML template for web platform tests, which isn't quite right in this case.
I probably shouldn't have used addtest for this at all, since .js wpts have no particular template to them, but it would be nice if addtest noticed and said something.

This by default creates an empty js file, but does support the
--long-timeout flag.
