1549949 - Errors on launching activities are causing timeouts

Recent Fenix jobs are perma-failing due to bug 1549948, but the error is not being picked up by Raptor fast enough and instead we're timing out on launching the application. We need to detect errors when attempting to launch the application and fail early instead of timing out.
