Right now we don't display anything while a feed is loading. This is particularly bad from a UX standpoint, because you may see a title message for a feed before it loads, and it looks kinda busted. This way, when a title message appears, you see something happening under it.
It's also going to be needed for https://bugzilla.mozilla.org/show_bug.cgi?id=1550102 so the linked bug can trigger an intersection because it needs a visible element.

I have verified this issue with the latest Firefox Nightly (68.0a1 Build ID - 20190520095418) installed, on Windows 10 x64, Arch Linux and Mac 10.14.4. Now, the cards placeholders are displayed while the feeds are loading.
