As the old Password Manager is replaced with the new in-content HTML-based password manager, we will need a way to access the preference for Login Autofill. This preference should be moved to the Logins and Passwords section and outside of the Saved Logins subdialog.

I can confirm this implementation.
- The Nightly v70.0a1 from 2019-07-16 (before the implementation) the "Autofill logins and passwords" checkbox is displayed on the old "Saved Lovins..." modal.
- In the latest Nightly v70.0a1 from 2019-07-31 (after the implementation), the "Autofill logins and passwords" checkbox is displayed one step before, in the browser's Preferences/Privacy & Security/Logins and Passwords section and the "Saved logins..." button now goes to the newly created "about:logins" page.
Verified in Windows 10 and Ubuntu 16.
