Bug 1548769 removes the ability to WebExtensions to style the toolbarbutton icons with their own icons.

Bug 1548769 is in autoland and will be merged in some hours.

I additionally added the pref extensions.webextensions.themes.enabled which is no more needed.

Hmm, sorry, bug 1548769 landed after all. Did anything break due to not following quickly enough? I'll land it now after fixing the latest bustage.
