The Ellipsis menu should have a button to install the Lockwise apps on your mobile device. Clicking this button should provide the same behavior as clicking on the footer defined in bug 1550165.

I have verified this issue on the latest Nightly 70.0a1 (2019-07-31) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 18.04.
- The "Lockwise for Android" and "Lockwise for iPhone and iPad" buttons to install the Lockwise apps on mobile device are displayed on the ellipsis menu.
- Also the options correctly redirect to the specific links.
