This PR ports https://w3c.github.io/i18n-tests/results/writing-mode-vertical to WPT. Currently, the tests are manual tests, since we're unable to come up with a way to automate them.

It includes tests for basic functionality, default text orientation for various scripts, text wrapping, image orientation, form controls, and table using the vertical-lr or vertical-rl writing mode.
