1550542 - Fix a couple of a11y issues for Accessibility Panel.

Some of the issues to fix:

• level for tree rows when tree is filtered
• ensure tbody of the tree is not focusable
• expanded collapsed state on the header in the sidebar. Expose on heading.
• possibly change the message for checks section when nothing is available.
