Add a "tip or "idea" class of note box for use in MDN content

We currently have two general-use styles for note boxes in MDN content: note is a yellow box for basic notices, somewhat important information but information that's not urgently needed by most people; warning is used for "ZOMG this is bad" style notes and asides.
In addition to the change requested in bug 1550597 (to add an important box), we should consider adding a new idea style of box, for displaying suggestions, tips, and recommendations.
I don't know what color makes sense to use for this. To be honest, I think it would be interesting to consider using something other than a simple rectangular box, but maybe to use something with a fun border instead.
My thinking is that this could be useful for things like note boxes related to best practices, suggestions about how to handle special cases, and the like.
Ironically, we used to have a tip class, but it was not well known and wasn't used much, because it was basically legacy cruft rather than something created intentionally to be used generally.
