When BC Preservation is pref'd on, https://searchfox.org/mozilla-central/source/browser/base/content/test/tabs/browser_new_tab_in_privileged_process_pref.js fails, though only intermittenly on my local machine. Seems to be a permafail on try. Need to have this fixed to pref BC Preservation back on.

This test has been moved, looks like it works with browsing context preservation as-is though.

This reference to this test uses it's old name, it can't possibly be doing
anything useful now so I'm removing it.
