Currently to repack and generate a complete mar for a locale you would typically have to build and package for en-US then for example run:
make -C <obj-dir>/suite/locales clobber-zip AB_CD=de
make -C <obj-dir>/suite/locales merge-de LOCALE_MERGEDIR=<merge-dir>
make -C <obj-dir>/suite/locales installers-de LOCALE_MERGEDIR=<merge-dir> MOZ_MAKE_COMPLETE_MAR=1

with this patch, you would for example just run:
make -C <obj-dir>/suite/locales repack-de LOCALE_MERGEDIR=<merge-dir>
