Steps to reproduce:
Firefox 66.0.x with locale en-US has default setting of
extensions.systemAddon.update.enabled => true
Actual results:
Received the system add-on "baidu-code-update@mozillaonline.com" which is not applicable outside of zh-CN.
Expected results:
Not receiving unnecessary system add-ons. We have one user a bit freaked out about it on SuMo. https://support.mozilla.org/questions/1258955

I thought newer versions were deployed with Normandy and filtering by locale. That said, the actual code doesn't do anything if Baidu isn't present, so it's not actually impacting that user...

based on comment 4, sounds like there is no harm done - so can we close this bug?
These pushes are moving to Normandy for current versions in Q1 of next year (will still be balrog on legacy versions - based on code and changes needed landing in 71+) - so this would have still been balrog and we don't have easy ability to filter easily to particular region.

closing this issue at it is 2 years old. Add-on behaved as requested and was distributed using the technology that matched the use case (which has no country targeting)
