For the "desired locale" aspect, if it's anything more than en-* then we'll probably want a separate bug to support multiple hardcoded layouts with differently localized strings, e.g., "Health & Fitness"

Gameplan is to ship en-US/US geo in 69!

We can expand to en-* and CA geos in 70.
