Just a bit ago, in bug 1548689, I landed the first pieces of CI for scn-power-idle for GeckoView and Reference Browser; this bug covers the Taskcluster changes (taskcluster/ci/test/raptor.yml, taskcluster/ci/config.yml, taskcluster/ci/test/test-sets.yml) and Raptor change (testing/raptor/raptor/tests/raptor-scn-power-idle.ini) for Fennec and Fenix.

I held off due to bug 1549948, bug 1549669, and maybe bug 1551194.

For now, I've omitted the Fennec changes, since bug 1549669 is blocking that, and should be landing soon.
