This reverts commit 966568120d161049d7250409698d417e71c290b6 because
that commit includes code which fails the project's automated linting
script.

PR 16781 applied with additional changes from upstream: 90314df61615e96e6c14edb1b06e30d1fa3d5848, 198d075203a6734aa5469f8c7e1fa7d6c1e234bc, 966568120d161049d7250409698d417e71c290b6
The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
