These are no longer used outside of the webextension code, so this consolidates them into components/extensions.
Some tests are removed, primarily webnav (which was disabled and commented to be covered otherwise), and one webrequest test that is heavily otherwise tested.
I started this while working on another patch that was abandoned, thought I'd just finish it.
