Japanese string is escaped in about:config on Linux.
For example, "<kanji>.txt" becomes "%B4%C1%BB%FA.txt"
at editor.history_url_0.
On Win98, Japanese string becomes a garbage.

This problem occurs in the non-ascii character except for Japanese as well.
attached quick hack.

This is also fixed in my about:config megapatch in bug 107418.
