When I create a table (not using Composer) with <td height="40000"> the
rendering is a mess. However, if I drop height down to 30000, everything renders
fine.
I will attach two minimal examples.
Reproducible: Always
Steps to Reproduce:
1. Look at example 1
2. Look at example 2
3. Note differance.
Actual Results: A mess.
Expected Results: Perfect rendering.

This is example 2.
Sounds like Windows GFX needs ConditionRect calls for border drawing, just like
Linux (see bug 115526).
