In bug 1479757 we made layout.scroll.root-frame-containers an "override pref" so that we always used containerless scrolling with WR enabled.
Now that containerless scrolling is shipping on all platforms, this does not seem to be necessary any more, and we should revert it, in part to remove complexity and in part to make bug 1550422 easier.
