Currently, XUL documents automatically have XUL persistence enabled. When XULDocument goes away we'll need to fix this.
There's a "mozpersist" attribute that works for other document types, so I plan to add the attribute to any XUL doc that needs persistence.
Test that faild when loaded as XHTML:

ULDocument is going away, so use the mozpersist attribute to enable
persistence instead.
